Kenneth W. Winkles, Jr., executive director


It was 1973 when, at the young age of 11, Winkles moved to Pecos with his family.

After graduating from high school, he left for a few short years to attend Angelo State University and earn a degree in business administration and management.

After returning home in 1985, he spent 25 years working for his family’s trucking business, and then in 2010 he became a business advisor for Sul Ross State University’s Small Business Development Center in Alpine. While there, he managed the center’s Pecos location.

In July 2015 Winkles was approached by the Pecos 4B Economic Development Corporation board to join their team. He brings with him his valuable experience in small business ownership.

After serving in the title/escrow industry in Santa Ana, California, and Corpus Christi, Foster joined Champlin Petroleum in Kingsville. She was transferred back to Corpus Christi, and through more transfers and mergers was employed by Pioneer Natural Resources in Corpus Christi and Houston, by Tesoro E&P in San Antonio, and by Newfield Exploration Corporation in Houston as a facilities supervisor.

In 2005 she moved to Pecos and worked in the education department at Reeves County Detention Center III, Badger BMB Services and Robinson Drilling Company.

Foster has been with the Pecos 4B Economic Development Corporation for more than three years.
